Mary Ellen Forbes McMillen is a native of Washington, D.C. She holds a Bachelor of Arts Degree in History and Government from Trinity College (now Trinity Washington University), Washington, D.C., and Master of Arts Degrees from Cornell University and Georgetown University in Modern Chinese History and Psychology, respectively. She is the mother of three and grandmother of two.
